Abstract:
This article constructs a new evaluation index system for the development of rural cultural industries, aiming to comprehensively assess the performance of cultural industries in terms of economic development, social impact, cultural heritage and innovation, environmental sustainability, technological innovation capability, policy support and management, market competitiveness, and cultural soft power. Through systematic analysis and scientific measurement, this system not only fills the gaps in the existing evaluation systems but also promotes the scientific and standardized development of cultural industries, providing an important reference for local governments and relevant departments for supervision and management. The article elaborates on the specific indicators and their significance in each dimension and proposes specific policy recommendations for Wenzhou City to promote the prosperity and development of cultural industries, achieving the goals of rural revitalization and common prosperity.

1. Background

The development concept of “insisting that green mountains and clear waters are invaluable assets” and the promotion of the deep integration of cultural industries with rural revitalization, as clearly stated in the report of the 20th National Congress of the Communist Party of China, have provided new direction for China’s regional development. Especially in 2023, General Secretary Xi Jinping emphasized the importance of accelerating the development of rural cultural industries, enhancing cultural soft power, and helping achieve comprehensive rural revitalization during the collective study session of the Political Bureau of the CPC Central Committee. This guideline brings new opportunities for the economic and cultural development of Zhejiang Province, especially Wenzhou City.Zhejiang Province, as one of the most dynamic regions in China, has been exploring high-quality development models. Despite remarkable economic achievements, Zhejiang still faces challenges in urban and rural areas, regional and income disparities. High-quality development, as a model of comprehensive, coordinated and sustainable development, is seen as an effective way to narrow these gaps and achieve common prosperity. This development model not only conforms to the essential requirements of socialism, but also is the cornerstone of the long-term and stable development of Zhejiang Province.

In the context of globalization, Zhejiang Province needs to enhance its competitiveness in the global market through technological innovation and industrial upgrading. High-quality development also emphasizes the coordinated development of the economy, society and the environment. This is essential for the efficient use of resources and the protection of the ecological environment, which will help Zhejiang achieve long-term and stable economic growth, improve the quality of life of residents, and adapt to the trend of sustainable development in the world today.

Especially in Wenzhou, with the rapid economic development, but also facing a single industrial structure, regional development imbalance, environmental pollution and aging population challenges. The development of new rural cultural industry has become an important way to solve these problems. It can not only promote the diversification of rural economy and sustainable development, improve the quality of life of farmers, but also enhance the cultural soft power and economic competitiveness of cities. However, due to the lack of scientific and quantitative evaluation criteria, the development of new rural cultural industry in Wenzhou encountered irrational allocation of resources, non-standard project management and performance evaluation deficiencies and other problems, which have seriously restricted the healthy development of the industry.

Therefore, this study proposes to build a new rural cultural industry development evaluation index system. Through systematic analysis and scientific measurement, this system not only fills the gap in the evaluation of the new rural cultural industry, but also promotes the scientific and standardized development of the industry, and provides an important reference for the supervision and management of local governments and the formulation of policies. It has important theoretical and practical significance to promote the development of cultural industry in Wenzhou and even the whole Zhejiang Province, to promote regional economic equilibrium, to enhance the economic level and social harmony and stability of the province.

2 EstablishmentNecessity of Industry Evaluation Index System

The development of new rural cultural industries, such as the promotion of rural tourism and local cultural festivals in Rui’an and Leqing, has initially activated the local economy, raised the income level of rural areas, narrowed the gap between urban and rural areas and promoted the balanced development of the region.

As for the bottleneck of the development of private economy, Wenzhou, as an important birthplace of China’s private economy, is currently facing the main challenges of insufficient innovation and market development difficulties. By encouraging private enterprises to actively participate in the construction of new rural cultural industry, for example, supporting Wenzhou craftsmen and small and micro enterprises to sell traditional handicrafts through e-commerce platform, not only the geographical and market restrictions, but also enhance the brand value of Wenzhou cultural products.

Finally, on the issue of insufficient opening up, although Wenzhou has regional advantages and rich industrial base, but its influence in the international market still needs to be strengthened. 3Design of Evaluation Index for Cultural Industry Development in New Countryside
